The French Political Ongoing Crisis: The Beginning of a Fresh Governmental Reality
In October 2022, when Rishi Sunak assumed office as British prime minister, he became the fifth consecutive UK leader to take up the position over a six-year span.
Triggered in the UK by Brexit, this represented unprecedented political turmoil. So what term captures what is occurring in the French Republic, now on its sixth prime minister in two years – with three in the last ten months?
The current premier, the recently reappointed Sébastien Lecornu, may have secured a temporary reprieve on that day, sacrificing Emmanuel Macron’s key pension reform in return for opposition Socialist votes as the price for his administration's continuation.
But it is, at best, a temporary fix. The EU’s number two economic power is trapped in a ongoing governmental crisis, the likes of which it has not witnessed for decades – perhaps not since the start of its Fifth Republic in 1958 – and from which there seems no simple way out.
Minority Rule
Essential context: from the moment Macron initiated an risky early parliamentary vote in 2024, France has had a hung parliament split into three opposing factions – left, far right and his own centre-right alliance – none with anything close to a majority.
Simultaneously, the nation faces dual debt and deficit crises: its debt-to-GDP ratio and deficit are now nearly double the EU threshold, and strict legal timelines to pass a 2026 budget that at least begins to rein in spending are nigh.
Against that unforgiving backdrop, both Lecornu’s immediate predecessors – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were ousted by the assembly.
In September, the president appointed his close ally Lecornu as his new prime minister. But when, just over a fortnight later, Lecornu unveiled his new cabinet – which turned out to be much the same as the old one – he encountered anger from allies and opponents alike.
So much so that the following day, he stepped down. After just 27 days in office, Lecornu became the shortest-lived premier in modern French history. In a respectful address, he cited political rigidity, saying “partisan attitudes” and “personal ambitions” would make his job virtually unworkable.
Another twist in the tale: shortly after Lecornu’s resignation, Macron requested he remain for two more days in a final attempt to secure multi-party support – a task, to put it gently, not without complications.
Next, two ex-prime ministers publicly turned on the embattled president. Meanwhile, the right-wing RN and radical left France Unbowed (LFI) declined to engage with Lecornu, vowing to reject all future administrations unless there were snap elections.
Lecornu stuck at his job, engaging with all willing listeners. At the conclusion of his extension, he appeared on television to say he believed “a path still existed” to avoid elections. The leader's team confirmed the president would appoint a new prime minister two days later.
Macron kept his promise – and on that Friday appointed … Sébastien Lecornu, again. So recently – with Macron commenting from the wings that the nation's opposing groups were “creating discord” and “solely responsible for this chaos” – was Lecornu’s critical test. Could he survive – and is he able to approve the crucial budget?
In a critical address, the 39-year-old PM outlined his financial plans, giving the centre-left Socialist party (PS), who detest Macron’s controversial pension changes, what they were expecting: Macron’s flagship reform would be frozen until 2027.
With the conservative Les Républicains (LR) already supportive, the Socialists said they would not back censorship votes tabled against Lecornu by the extremist factions – meaning the administration would likely endure those votes, scheduled for Thursday.
It is, nevertheless, by no means certain to be able to approve its €30bn austerity budget: the PS clearly stated that it would be seeking more concessions. “This,” said its head, Olivier Faure, “is just the start.”
Changing Political Culture
The problem is, the more Lecornu cedes to the centre-left, the more he will meet resistance from the centre-right. And, like the PS, the right-leaning parties are themselves divided over how to handle the new government – some are still itching to topple it.
A glance at the parliamentary arithmetic shows how tough Lecornu’s task – and future viability – will be. A combined 264 lawmakers from the far-right RN, radical-left LFI, Greens, Communists and hardline-right UDR want him out.
To succeed, they need a majority of 288 votes in parliament – so if they can persuade just 24 of the PS’s 69 members or the LR’s 47 representatives (or both) to support their motion, Macron’s fifth precarious prime minister in 24 months is, like his predecessors, toast.
Most expect this to occur soon. Even if, by an unlikely turn, the divided parliament summons up the collective responsibility to pass a budget by year-end, the outlook afterward look bleak.
So does an exit exist? Snap elections would be doubtful to resolve the issue: polls suggest pretty much every party bar the RN would see reduced representation, but there would still be no clear majority. A new prime minister would confront identical numerical challenges.
An alternative might be for Macron himself to resign. After a presidential vote, his replacement would disband the assembly and aim for a legislative majority in the ensuing legislative vote. But this also remains unclear.
Surveys show the future president will be Marine Le Pen or Jordan Bardella. There is at least an odds-on chance that France’s voters, having elected a far-right president, might reconsider giving them parliamentary power.
Ultimately, France may not escape its predicament until its leaders acknowledge the changed landscape, which is that clear majorities are a thing of the past, absolute victory is obsolete, and negotiation doesn't mean defeat.
Numerous observers believe that cultural shift will not be possible under the existing governmental framework. “This isn't a standard political crisis, but a crise de régime” that will endure indefinitely.
“The regime … was never designed to facilitate – and even disincentivizes – the emergence of governing coalitions common in the rest of Europe. The Fifth Republic may well have entered its terminal phase.”
